Major General Dylan is portrayed as an elderly man with a scar on his forehead. In the anime, he has brown eyes and is clad in NIFL's military uniform.
Dylan is portrayed as a somewhat belligerent man with an intimidating presence. However, he adopted a meek and doting attitude towards Tear Lightning after their first meeting, giving off the impression of a kind grandfather towards her.
In Volume 3, Major General Dylan was the officer in charge of NIFL's operation against Basilisk, which involved dropping a mithril-coated bomb named Mistilteinn on it. Upon meeting with the members of Brynhildr Class and Haruka Shinomiya through videocall, Dylan expressed his belief that NIFL would be able to destroy the Dragon and scolded Haruka due to the fact that her students were too carefree. When Tear declared that she would cheer for them, Dylan was shaken and asked Tear to leave things to them, calling himself 'Uncle'. After explaining the specifics of the plan to everybody, Dylan observed the operation alongside Brynhildr Class and was shocked when Basilisk obliterated Mistilteinn by using an enhanced version of Catastrophe. Following the operation's failure, Dylan apologized to Tear before signing off. When Midgard requested for Mistilteinn's prototype in order to put their new plan into action, Dylan gave it to them readily along with a transport to carry the bomb as a sort of gift to Tear.
In Volume 7, following Sleipnir's failure in eliminating Kraken Zwei, Dylan contacted Major Loki Jotunheim, insisting that they use NIFL's power to kill the hybrid. When Loki pointed out that this would be very difficult to accomplish due to Japan's tense state after the sighting of 'Black' Vritra, Dylan reluctantly agreed to seek Midgard's aid and signed off to negotiate with them.
Although Dylan initially held a negative impression of Tear due to the fact that she was Basilisk's target and because of her horns, he immediately changed his attitude towards her when she announced that she would cheer for them. Dylan started acting as a doting grandfather towards her and even handled Mistilteinn's prototype to Midgard with no strings attached for her sake.
